What is the due course for the candidates who did not become eligible for the qualifier exam at all?

There are no limits on the number of times a candidate can attempt the qualifier process. The candidate can attempt again in the subsequent terms. They have to pay the full fees as per the fee norms applicable for their category. (and additional exam facilitation fee in case of candidates outside India)
This will be considered like a fresh application and they have to redo the 4 weeks of course work and weekly graded assignments and become eligible to get the hall ticket for the qualifier exam.
